Shaina Keehan is an experienced fraud professional with over 15 years in the field of fraud prevention, detection, and financial crimes investigation. Her expertise spans AML, interview and interrogation techniques, and risk management. She currently serves as the Senior Manager of Fraud Operations and Analytics for Retail Digital Payments at FIS, focusing primarily on Bill Pay and Zelle Fraud. Shaina holds a bachelor’s degree in criminal justice and is a Certified Fraud Examiner through the ACFE.

Roman B. Aronstein is a Lieutenant in the Investigative Division of the Brown County Sheriff’s Office. He is a 25-year law enforcement veteran with extensive knowledge and experience relating to a wide range of investigations to include transnational scams targeting vulnerable populations. Roman currently leads investigations into operations like the Jamaican Lottery Scam and works closely with various stakeholders to combat organized fraud and protect citizens from financial exploitation. Roman is a native-born Russian speaker having immigrated to the United States in 1989 and holds a bachelor’s degree in administration of justice.

Topic: Pagoda Construction Team — Customizable Crimeware

Abstract: A team of Chinese threat actors ‘Pagoda Construction Team’ built a network of customizable sites and applications to flood many international crime markets. They offer a turn-key solution for deception, "pig butchering" schemes, other fraud, and abuse impersonating many brands and services. We will examine their organization, patterns, and identities. This research resulted in a successful takedown of a significant part of the criminal network which changed the threat landscape of this type of cyber crime.

Alex Holden is the founder and CISO of Hold Security, LLC. Under his leadership, Hold Security played a pivotal role in information security and threat intelligence, becoming one of the most recognizable names in its field. Mr. Holden researches minds and techniques of cyber criminals and helps our society to build better defenses against cyber-attacks.
